First, describe this dilemma in some detail by providing examples from recent news coverage and/or academic literature.

Topic Prompt:
Fraud, Red Tape, and Stigma. Is it too easy to receive welfare assistance or too hard? Some people who are not legally or ethically entitled to public benefits are able to obtain them through fraud or abuse; meanwhile, many people who are eligible to receive public assistance do not – either because the process of applying and qualifying for benefits is too onerous, or because they are deterred by the stigma of receiving “welfare.” First, describe this dilemma in some detail by providing examples from recent news coverage and/or academic literature. Then, try to identify the root causes of these problems, and propose policy or administrative remedies to ensure that public assistance reaches those who are lawfully entitled, those who are most deserving, and/or those who have the greatest needs.
Practice applying the concepts learned in the course to analyze a specific social policy or urban planning issue.
Instructions:
• Select one of the following topics or propose a new one, subject to prior instructor approval.
• Upload your paper to Turnitin by clicking on the header for this assignment.
Parameters:
• Approximately 5-7 single-spaced pages (2,500+ words), plus references and any tables or illustrations you wish to include.
• Begin the paper with a descriptive and inviting title. Do not include an executive summary, but do provide an introduction section that summarizes the topic and approach of the paper. Use subheading to organize the body of the paper. Conclude with a conclusions or recommendations section. At the very end, provide a list of references cited.
• As always, cite the source for all data and ideas you borrow. If you borrow ideas or language that you used in another writing assignment for PPD 628 or another course, you must cite it appropriately just like any other source material.

This topic statement focuses on both the policy issue you plan to investigate this semester and why this policy area interests you.

This policy analysis topic statement is designed to get you started on your larger policy analysis project which will culminate in the writing of a policy analysis memo useful to those involved in serious policy debate. This topic statement focuses on both the policy issue you plan to investigate this semester and why this policy area interests you.
The topic statement will have you: (a) identify a general policy area of focus (such as “environment,” or “health care,” or “education”) that interests you; (b) discuss a more specific issue or problem or controversy within the general policy area that could use a new policy response; (c) place this issue in an appropriate policy context (deciding, for example, if this is an issue that would be best addressed at the national/federal level, state level, or local level); and (d) describe your interest in this area of public policy.
Below will include specific instructions, I will continue this policy analysis project with you on a different order for a larger project. For now, it is only a policy analysis topic statement.

Another for the president of the united states, and a third for a citizen action group that is, if nothing else, pragmatic–it suggests a solution.

Some time ago a significant movement of people and jobs bagan to take place. The general pattern of the move was characterized as being from the Snowbelt states to the Sunbelt states. To many, the possible continuation of this movement into the early twenty-first century is a serious problem.
Develop three well-articulated problem statements:
one for a Snowbelt city mayor,
another for the president of the United States,
and a third for a citizen action group that is, if nothing else, pragmatic–it suggests a solution.

After discharge from the military, female veterans face several difficult challenges in finding employment including, but not limited to: being less likely to self-identify as veteran thus utilizing fewer government benefits; greater stigma regarding their military service; higher rates of mental illness and ptsd due to sexual trauma; and most programs aimed at helping veterans are disproportionately aimed at male veterans.

Problem Statement:
-Employment statistics suggest a disparity between female veterans and their male veteran and female non-veteran counterparts in several employment categories. Knowing more about these constraints will help to better address the barriers and prevent them from happening in the future. The unemployment rate of women veterans is higher than male veterans and their non-veteran female counterparts. Imagine you belong to an interest group that advocates for a particular policy you care about.

There are 2 questions. Both answers can be 1/2 page. Use the attachment to assist with question #2.
1. Evaluate and then suggest the most important problem with top-down models of policy implementation by citing at least two problems associated with this model. Evaluate and then discuss whether bottom-up approaches address these problems. Analyze the bottom-up shortcomings. On balance, evaluate which model you think would best aid someone who is attempting to design a policy and support your reasons.
2. Using your research from the Discussion Preparation, briefly explain your findings of the following:
The number of groups you found.
The amount of their power and influence.
Your overall impressions of the research.
Imagine you belong to an interest group that advocates for a particular policy you care about. Using the resources provided in the previous Discussion Preparation, recommend the best venue for seeking attention to your policy issues, and state your reasons for your selection.
